to Shek Ka Chong from Peking, and then to Cheng Chow to meet

the various generals. He will then go to Tsu Chow to meet Chang Chung Chong and Sun Chun-fang there, and from there he will proceed in a northerly direction to Tsainan where he

will stay for some time to make an inspection. After that

he will return to Peking via Tientsin.

Future policies.

Politically not a few suggestions have been made

that the question of the Highest Authority should be immediately settled, to meet the requirements of the present

situation. Marshal Yu (Yu Ting, the other name of Chang Tso Lin) will abide by the opinion of the public, and will raise no objection against anything that finds favour among the majority of the people. He has a desire to study in this

circuit the condition of various quarters and the opinion

of the people, so that he can be prepared for the future. When he returns to Peking, he will have a further discussion

with the various leading officials responsible for the

situation and with all senators and prominent personages, who are not holding office in Government, before any definite

resolution can be made. Therefore the question of the Highest Authority cannot be settled until the return of Marshal Chang from his circuit. It has not yet been decided whether General Chang will be the Generalissimo, the Chief Executive or the President, nor has the question of the Cabinet been solved. This is not because of any difficulty in finding a suitable man to take over the Premiership, but the difficulty lies in the method of bringing the Cabinet into being. We cannot come to any conclusion as to who should sign the mandate for his appointment. Should he be appointed by a mandate of Premier Koo, we shall be making the same mistake again as that in the movement for the
